Job Duties & Responsibilities:

As the AVP/VP in the Data Management Office (DMO), you will support the implementation and ongoing management of the Data Governance framework in alignment with global standards and regulatory requirements, including BCBS 239 and other local regulatory reports. Your primary responsibilities include establishing Data Governance for BCBS 239 and local regulatory reporting data, such as defining Key Data Elements (KDEs), managing metadata, data lineage, data quality control, and data ownership, as well as operationalizing data governance practices using Collibra. Additionally, this role will drive and implement Data Utilization by collaborating with various business units to leverage data analytics via Power BI and adopt using Alteryx for process automation to improve operational efficiencies.

 

  • Implement comprehensive Data Governance strategy including policies, guidelines, procedures and standards, to promote data quality with data governance roles and responsibilities defined (Data Owners / Stewards / Consumers), which ensures clear accountability and ownership of data assets throughout the organization.

  • Ensure compliance with data-related regulatory standards, including BCBS 239 and develop relevant policies and frameworks.

  • Maintain a data governance framework that encompasses data classifications, data dictionaries, metadata management, data lineage, and data quality controls, ensuring alignment with Global Standards in Collibra.

  • Support the Data Management Working Group in overseeing the progress of Data Governance initiatives and address any data quality-related issues / gaps.

  • Develop metrics and reports / dashboards to measure key performance indicators such as data quality, accuracy, completeness.

  • Drive and implement the adoption of Alteryx and Power BI while guiding on the integration of analytics into strategy planning and operational process.

Requirements:

  • Bachelor’s Degree with a minimum of 5 years of experience in data-related disciplines (e.g., Data Management, Data Governance, and Data Analytics).
  • Subject Matter Expertise with extensive hands-on experience in implementing BCBS 239 and data governance within banking and financial institutions.
  • Strong understanding of regulatory requirements for banks, including regulatory reporting and BCBS 239.
  • Hands-on experience with data governance tools, particularly Collibra, as well as process automation tools (e.g., Alteryx).
  • Knowledge of related ordinances (e.g., HKMA) and trends in Data Policy and Procedures.
  • Hands-on experience with data analytics tools such as Power BI in developing interactive, effective, and insight-driven management dashboards and business reports.
  • Strong communication, and collaboration skills, with the ability to work across departments and business units/ functions (e.g., Regulatory Reporting, Risk, Finance, AML/ Compliance, Audit, Operations, or other stakeholders).
  • Professional certification in data governance (e.g., CDMP, Collibra) is a plus.
  • Excellent strategic thinking, analytical and problem-solving skills.
